Choosing a San Diego high school: how to read SDUHSD, PUSD, and private-school options

For families comparing neighborhoods, transfers, or a return to the U.S.: clarify address-based enrollment, choice schools, I-20, private-school admission, housing, and guardianship before comparing names.

Short answer

In San Diego, rankings are only a starting point. Families should first ask whether a public school is boundary-based or choice-based, whether the student can handle the academic and social fit, and who is responsible for tuition, visa, housing, and guardianship if a private-school route is involved.

Start with three separate questions

Address and eligibility

SDUHSD and PUSD require address and current-year enrollment checks; CCA / SDA are choice schools, not automatic address assignments.

Course and student fit

AP, honors, schedule model, counseling, activities, and the student's personality often matter more than a single ranking.

Status and guardianship

US-born returnees, F-1 students, parent stay logistics, housing, and guardianship are different issues and need different answers.

The table uses data we can trace back to SDUHSD, PUSD, CDE / data.ca.gov, and school SARC sources. Enrollment and demographic years do not always match, so families should reconfirm on current official pages before making decisions.

Different families should look at different things

US-born children returning after years in China

resident enrollment, English transition, course placement, adjustment, guardianship

They may not need I-20, but they do need real residency, enrollment documents, course planning, and social transition support.

F-1 international-student families

I-20, international office, housing / homestay / guardian policy

SDUHSD states it does not participate in I-20; most day schools also do not automatically provide boarding.

Home-buying settlement families

school locator / boundary, commute, community, long-term district stability

School fit is only one variable alongside housing budget, work location, and child grade level.

High-school acceleration families

AP / honors / course pathway, college counseling, activities, peer group

Rankings are not enough; course fit and individual strategy matter more.

Frequently asked questions

Can a family attend CCA automatically by buying a home nearby?

No. CCA is a districtwide choice school within SDUHSD. Families participate in high school selection, and placement depends on that year's rules and capacity.

Does SDUHSD issue I-20s for international students?

SDUHSD's Enrollment page states that the district does not accept international exchange students and does not participate in the I-20 program. Resident enrollment, however, does not require citizenship or immigration-status documentation.

Is Del Norte or Westview better for Chinese / Meibao families?

Do not decide only by demographics or ranking. Del Norte's 2024-25 SARC lists Asian 39.1% and Westview lists 35.4%, but the student's experience also depends on address eligibility, commute, schedule, personality fit, entry grade, and family support.

Why not publish private-school acceptance rates as simple facts?

Most private schools do not publish admission acceptance rates. Third-party numbers may be estimates and are often mixed up with college matriculation rates. The safer wording is: the school does not publish the number; selectivity depends on grade, seats, applicant profile, and fit.

Do San Diego private schools usually provide boarding?

No. Most San Diego private schools are day schools. Unless the school site clearly says otherwise, homestay or guardianship should not be described as a school-provided boarding program.
